Packaging Tuottajavastuu: joining a Tuottajayhteisö & the LVV producer register (Finland)

Anyone placing packaging or packaged goods on the Finnish market for the first time – expressly including foreign distance sellers to Finnish end users – must join an approved producer organisation (Tuottajayhteisö), thereby be recorded in the producer register of the supervisory authority LVV, report packaging volumes and pay recycling fees. There is no longer any de minimis volume threshold (the €1 million turnover threshold lapsed on 1 Jan 2024).

Authorised representative: 

According to the LVV, foreign distance sellers can in principle fulfil their obligations in two ways: joining a Finnish Tuottajayhteisö or appointing a valtuutettu edustaja (authorised representative) established in Finland. For distance selling of packaged products from another EU country, an authorised representative in the destination country has been mandatory since 12 Aug 2026 (PPWR Art. 45). The LVV keeps a list of registered authorised-representative providers (for packaging, among others, Sumi Oy and ERP Services Finland Oy); however, any actor established in Finland can be authorised.

Cross-border: 

Distance sellers without an establishment in Finland count as the producer both under the Finnish definition applicable until 11 Aug 2026 and under the PPWR definition if they deliver packaged products directly to Finnish end users. Also new since 12 Aug 2026 is a fallback producer: if the foreign supplier does not fulfil its obligations, the Finnish company that removes the packaging (without being the end user) can become responsible. Fulfilment of the obligations is publicly visible in the Jätehuoltokompassi (jatehuoltokompassi.fi); breaches risk a neglect fee (laiminlyöntimaksu) of €500 to €500,000. Marketplaces require EPR registration evidence for Finland.

Costs: 

One-off joining/registration fee, annual service fees and material-dependent recycling fees according to the public price information of the Tuottajayhteisöt (price calculator at Suomen Pakkaustuottajat/Rinki; Sumi: registration fee + annual fee + volume-based recycling fees); plus LVV authority fees under the 2026 fee decree. Specific amounts cannot be evidenced across the board.

Deadlines: 

Joining and registration must take place before placing goods on the market. Packaging data for 2026 is reported quarterly or annually; deadline for the 2026 annual report: 31 Jan 2027. Transition: the Finnish producer definition applied until 11 Aug 2026, the PPWR definition since 12 Aug 2026.
