Luxembourg has a single approved eco-organism: Valorlux a.s.b.l., with two separate approvals – household packaging (Agrément REP N°1/AG-EMBAL/23) and non-household packaging (Agrément REP N°1/AG-EMBAL-NON-MENAGER/24, effective with the extension of EPR to commercial packaging as of 31 Dec 2024). The PPWR alignment bill (Projet de loi No. 8482, introduced 24 Jan 2025, government amendments 22 Dec 2025) was still before Parliament as at the review date.

Packaging EPR for household packaging (Luxembourg)

Anyone placing packaged products on the market in Luxembourg as a 'responsable d'emballages' (party responsible for packaging) – expressly including without an establishment when selling directly to Luxembourg households – must, for household packaging, join the approved eco-organism Valorlux, declare their volumes annually and pay contributions under the Point Vert tariff.

Authorised representative: 
No national Mandataire mechanism for packaging has been documented in Luxembourg so far – foreign distance sellers are themselves the 'responsable d'emballages' and join Valorlux directly. Since 12 Aug 2026, Art. 45 PPWR additionally requires, for distance selling into Luxembourg without an establishment there, the appointment of an authorised representative established in Luxembourg; the practical national implementation was open as at the review date (Projet de loi 8482 under deliberation).
Cross-border: 
The official definition expressly covers actors without an establishment in Luxembourg who sell packaged products directly to Luxembourg households or non-household end users (distance selling). According to the Valorlux FAQ as well, foreign companies that commercially sell packaged products directly to end users in Luxembourg must join.
Costs: 
Point Vert tariffs per material (available from Valorlux; non-recyclable materials cost more); minimum contribution €50/year.
Deadlines: 
Annual declaration by 28 Feb for the previous year; the PPWR authorised-representative obligation (Art. 45) has applied since 12 Aug 2026.

Typical steps

  1. Check whether packaging (including shipping packaging) ends up with Luxembourg households – if so, you have the status of responsable d'emballages.
  2. Join Valorlux online (adhesion via valorlux.lu).
  3. Submit the annual declaration of packaging volumes via the Valbase portal by 28 Feb for the previous year (simplified, detailed or automatic declaration).
  4. Pay contributions under the Point Vert tariff (minimum contribution €50/year).
  5. Clarify whether an additional direct registration/report to the AEV is required (registration obligation under the AEV information sheet on the loi du 21 mars 2017; contact: emballages@aev.etat.lu).
  6. Without an establishment in Luxembourg: appoint an authorised representative under Art. 45 PPWR as soon as/to the extent practically feasible; monitor the progress of Projet de loi 8482.

Packaging EPR for non-household packaging (Luxembourg)

Since the extension of EPR to commercial and industrial packaging (approval of Valorlux as the organism for non-household packaging, Agrément REP N°1/AG-EMBAL-NON-MENAGER/24), parties placing B2B, transport and grouped packaging on the market must also transfer their obligations in whole or in part to Valorlux and declare the volumes annually.

Authorised representative: 
As for household packaging: no documented national Mandataire mechanism; foreign parties placing goods on the market join Valorlux directly. Since 12 Aug 2026, Art. 45 PPWR (authorised representative for distance selling without an establishment) applies in addition.
Cross-border: 
The definition of the responsable d'emballages also covers actors without an establishment who sell packaged products directly to non-household end users in Luxembourg. According to industry information, the first declaration round for industrial packaging concerned the volumes of the year 2024.
Costs: 
Point Vert tariffs per material; minimum contribution €50/year.
Deadlines: 
Annual declaration by 28 Feb for the previous year; the approval for non-household packaging took effect in the course of the extension of EPR as of 31 Dec 2024.
