Packaging EPR (Portugal)

Anyone placing packaged goods on the market in Portugal for the first time (Embalador (packer)/importer, including shipping packaging in online retail) must register in the APA producer register SILiAmb before placing goods on the market, report volumes annually by 31 March and fulfil the EPR obligations via a licensed entidade gestora (Sociedade Ponto Verde, Novo Verde or Electrão) against payment of the Ecovalor. The registration number (PTxxxxxx) must be stated on invoices and transport documents.

Authorised representative: 

A national obligation already existed before the PPWR: under Art. 20.º DL 152-D/2017, a produtor do produto/Embalador established in another EU country or a third country who sells directly to end users in Portugal via means of distance communication must appoint a representante autorizado established in Portugal; this representative takes over the obligations under the UNILEX (registration, reports, scheme membership). The APA provides a dedicated registration manual and FAQ for this. In addition, the authorised-representative obligation under Art. 45 PPWR has applied since 12 Aug 2026. Providers such as Ponto Verde Serviços offer the RA service commercially.

Cross-border: 

Foreign online sellers making direct sales to Portuguese end customers are themselves subject to EPR and can complete the SILiAmb registration only via their representante autorizado (APA manual 'Registo de Produtores estrangeiros através de Representante Autorizado'). Without registration there is a risk of sanctions; according to its PPWR communications, the APA is increasingly relying on cooperation with online platforms to identify unregistered producers.

Costs: 

Ecovalor per material and weight according to the tariff of your chosen entidade gestora; the SPV's Tabela de Valores Ponto Verde (VPV) is publicly available. Since 1 Jan 2026, new criteria for determining the Ecovalor (ecomodulation with a bonus scheme).

Deadlines: 

Registration in SILiAmb before placing goods on the market; annual volume report by 31 March for the previous year. The RA obligation for distance sellers already applies under national law; the PPWR authorised-representative obligation (Art. 45) since 12 Aug 2026.
