Sweden has NO de-minimis threshold: producer responsibility applies regardless of volume, including for the smallest/micro-enterprises (only the supervision fee is waived below 1 t/year). Obligations: engage an approved producer responsibility organisation (NPA or TMR), register in the Naturvårdsverket register, annual report by 31 Mar. Transition year 2026: the old Swedish producer definition applies for 1 Jan – 11 Aug 2026, the PPWR definition from 12 Aug 2026 – both are reported by 31 Mar 2027. Packaging producer responsibility: engaging a PRO & the Naturvårdsverket register (Sweden)
Anyone first making packaging or packaged goods available on the Swedish market – since 12 Aug 2026, under the PPWR producer definition, explicitly including foreign sellers delivering directly to Swedish end users ('oavsett försäljningsmetod, inbegripet genom distansavtal' – regardless of sales method, including distance contracts) – must engage an approved producer responsibility organisation, register in Naturvårdsverket's producer register, report the previous year's volumes annually by 31 Mar and pay fees to the PRO and the authority. There is no volume de-minimis threshold.

- Producers established in another EU country that first deliver directly to end users in Sweden (PPWR producer definition Art. 3.15 c/d – typical distance selling) MUST appoint, by written power of attorney, a behörigt ombud (authorised representative) established in Sweden; the ombud takes over the producer obligations, registers in the register and handles the reporting (usually via an approved PRO). For producers OUTSIDE the EU, the PPWR itself does not require an ombud – but Naturvårdsverket has proposed anchoring the same obligation in Swedish law (watch for the legislative change); registration for direct sellers not established in Sweden is done via the VAT number.

- Naturvårdsverket makes it clear: producer responsibility applies regardless of the sales method, including distance selling, and regardless of volume – micro-enterprises are not exempt either. Anyone who only became a producer through the new PPWR definition since 12 Aug 2026 must engage an approved PRO and report for the first time by 31 Mar 2027 (period 12 Aug – 31 Dec 2026). Breaches have a concrete price tag: an environmental sanction fee of 10,000 SEK for late reporting, 30,000 SEK for having no engaged PRO (since 1 Jan 2024). Producer responsibility cannot be transferred – even with a service provider, the producer remains responsible.

- Determine which packaging you first make available in Sweden (product, secondary, transport, service and shipping packaging; reusables separately).
- Engage an approved producer responsibility organisation: Näringslivets Producentansvar (NPA, producer@npa.se) or TMResponsibility (TMR, kund@tmr.se).
- Ensure registration in Naturvårdsverket's producer register – many PROs take this over as a service, otherwise do it yourself via the e-service; download the proof of registration.
