NationalPakuočių ir pakuočių atliekų tvarkymo įstatymas (Law on the Management of Packaging and Packaging Waste) and Mokesčio už aplinkos teršimą įstatymas (Law on the Pollution Tax); central registration and volume accounting in the GPAIS IT system (the unified product, packaging and waste accounting system). The national PPWR alignment bill (Packaging Law plus three accompanying laws) has been introduced but not yet completed; the sanctions framework must be in place by 12 Feb 2027.

Lithuania requires ALL Gamintojai/Importuotojai (producers/importers) – regardless of volume and expressly including foreign distance sellers – to register in the GPAIS producer list (Sąvadas) and to keep ongoing packaging accounts. Since 2025, participation in packaging waste management has been mandatory (licensed organisation or individual system, including financial contributions for the municipal collection stream); merely paying the pollution tax no longer replaces participation. Tax/participation exemption only up to 0.5 t of packaging per year – GPAIS registration and accounting remain mandatory even then. Only two organisations remain licensed (Žaliasis taškas, Gamtos ateitis); the licence of VšĮ Pakuočių tvarkymo organizacija (PTO) was withdrawn. The deposit system (užstato sistema) is separate.

Packaging EPR: GPAIS registration, accounting & organisation membership (Lithuania)

Anyone placing packaged goods on the Lithuanian market for the first time – including by distance selling from abroad – must register in the GPAIS producer list BEFORE placing goods on the market, keep ongoing packaging accounts there (at least quarterly) and fulfil the recovery obligations: above 0.5 t/year via a contract with a licensed organisation (Žaliasis taškas or Gamtos ateitis) or an approved individual system. In the event of non-fulfilment, the pollution tax applies.

Authorised representative
According to the GPAIS FAQ, foreign companies selling onto the Lithuanian market by distance selling must appoint an authorised representative registered in Lithuania (įgaliotasis atstovas) who takes over the GPAIS registration and obligations (login with a Lithuanian e-signature; GPAIS provides procedures for representing foreign companies). Since 12 Aug 2026 this coincides with the authorised-representative obligation under Art. 45 PPWR for distance selling without an establishment.
Cross-border
The GPAIS registration obligation applies regardless of company size and seat – expressly including distance sellers. The 0.5 t threshold exempts only from the pollution tax and organisation participation (excluding single-use deposit packaging and reusable packaging), NOT from registration and accounting. Note the pending legal change: the Ministry of Environment advises companies with up to 0.5 t/year to hold off on choosing an organisation for 2027 until the Seimas has adopted the PPWR alignment. The draft amendment provides for fines of €800–2,000 for non-compliant packaging.
Costs
Fees of the licensed organisations by contract (no reliable public across-the-board figures); plus, since 2025, mandatory financial contributions for managing the municipal packaging stream. The pollution tax acts as a sanction in the event of non-fulfilment; according to Žaliasis taškas, non-recycled plastic has been taxed at €0.80/kg since 2025 and earlier tax exemptions for mere target fulfilment lapsed.
Deadlines
Registration before placing goods on the market; GPAIS quarterly summaries within 30 calendar days of the end of the quarter; annual report at the start of the following year. The PPWR producer definition has applied since 12 Aug 2026; the national sanctions amendment is expected by 12 Feb 2027.

Typical steps

  1. Before the first sale into Lithuania: register in the GPAIS Sąvadas as a Gamintojas/Importuotojas (packaging category) – without an establishment, via the Lithuanian authorised representative.
  2. Set up packaging accounting in GPAIS (update the journal at least once per quarter) and confirm the quarterly summaries within 30 days of the end of the quarter (30 Apr, 30 Jul, 30 Oct, 30 Jan).
  3. Check the annual volume: above 0.5 t of packaging/year → conclude a contract with a licensed organisation (Žaliasis taškas or Gamtos ateitis) or organise an individual system; up to 0.5 t → registration + accounting only.
  4. Prepare and submit the GPAIS annual report at the start of the following year (according to service-provider information by the end of January, submission for assessment by mid-February).
  5. Monitor the ongoing PPWR amendment (including a possible new regime for volumes up to 0.5 t from 2027; sanctions framework by 12 Feb 2027).
