Hungary has operated a concession model since 1 Jul 2023: MOHU MOL Hulladékgazdálkodási Zrt. (the waste-management concession company), by law, fulfils the EPR obligations collectively for all Gyártó (producers) ('collective fulfilment'); individual fulfilment is possible only for certain product streams (electrical equipment, industrial/vehicle batteries, vehicles) – not for packaging. A double registration applies: first in the MOHU partner portal, then with the országos hulladékgazdálkodási hatóság (national waste management authority, housed at the Pest County Government Office). The former environmental product charge (környezetvédelmi termékdíj) was abolished for packaging as of 1 Jan 2025 (only plastic carrier bags remain chargeable as 'other plastic products'); since then the EPR fee has been the central levy. For beverages in single-use packaging (0.1–3 l), the mandatory deposit return system (DRS) via MOHU (REpont) applies in addition.
Packaging EPR: MOHU and authority registration plus EPR fee (Hungary)
Anyone placing packaged goods on the Hungarian market – expressly including from abroad via e-commerce directly to Hungarian households or other users – counts as the Gyártó (producer) for the packaging and must register in the MOHU partner portal and then with the national waste management authority before starting the activity, report volumes quarterly per KF code and pay the EPR fee to MOHU.

- Authorised representative:
- § 10(1) of EPR Decree 80/2023: Gyártó established abroad MAY fulfil their obligations via a representative established in Hungary with a Hungarian tax number, authorised in writing (meghatalmazott képviselő). § 10(2): anyone placing products on the market in Hungary from abroad as an electronic commerce service (distance selling) MUST fulfil their obligations via a meghatalmazott képviselő; the representative is liable for the Gyártó's fulfilment of its obligations. In addition, the authorised-representative obligation of Art. 45 PPWR has applied since 12 Aug 2026 for distance sellers without an establishment.
- Cross-border:
- Transferring ownership from abroad as an e-commerce service to Hungarian households or other domestic users expressly counts as placing on the market (§ 16 of the EPR Decree; MOHU information notice point 27.1) – foreign online sellers are therefore themselves subject to EPR and must act via a meghatalmazott képviselő. For the MOHU registration of foreign companies, according to practical guides a commercial register extract and a bank document (proof of name/address) suffice. No de minimis threshold for foreign distance sellers is apparent; reliefs for 'kisgyártó' (small producers: no authority registration, annual instead of quarterly reporting) exist, but the exact thresholds could not be officially verified. Marketplaces (e.g. Allegro) actively alert sellers to the Hungarian EPR obligations.
- Costs:
- EPR fee per kg per ministerial decree, collected by MOHU (quarterly invoice; amounts below 1,000 HUF are accumulated). Several rates were increased as of 1 Oct 2025 (e.g. glass packaging 77→107 Ft/kg, composite packaging 168→191 Ft/kg, wood packaging 19→22 Ft/kg; plastic, metal and paper packaging unchanged); according to the promulgation, the increased rates also apply in 2026. Since 1 Jan 2025 the environmental product charge no longer applies to packaging (except plastic carrier bags).
- Deadlines:
- Registration (first MOHU, then the authority) BEFORE the first placing on the market; without registration the EPR fee falls due retroactively, and in the event of a continuing breach a prohibition on placing on the market may be imposed in addition to the waste management fine (sanctions framework: Government Decree 156/2025 (VI. 23.)). Data reporting quarterly by the 20th of the following month (kisgyártó and agricultural primary producers: annually by 20 Jan); payment within 15 days of the MOHU invoice; data changes must be reported within 2 working days.
Typical steps
- Determine which circular-economy (körforgásos) products are affected: besides product packaging, shipping packaging also counts; classification according to the 8-digit KF codes in Annex 1 to Decree 80/2023.
- Register as a partner in the MOHU partner portal (oss.mohu.hu) and complete the EPR Gyártó registration (foreign companies: have a commercial register extract and bank document ready).
- Without an establishment in Hungary: authorise in writing a meghatalmazott képviselő with a Hungarian tax number (mandatory for distance sellers, § 10(2)); state the representative's details during registration.
- Then apply for registration with the országos hulladékgazdálkodási hatóság via OKIRkapu, the authority's electronic platform (KÜJ environmental client number; entry within 15 days, a registration number is issued).
- Keep volume records per KF code (retain for at least 5 years) and report to the authority quarterly by the 20th of the month following the quarter.
- Pay MOHU's EPR fee invoice within 15 days (quarterly billing based on the authority data); corrections to the quarterly data are possible from 1 Jan to 30 Apr of the following year.
- For beverages in single-use packaging 0.1–3 l: separately check the obligations under the mandatory deposit return system (Decree 450/2023, MOHU/REpont, joining and service fees).
