Packaging obligations in Cyprus (2026)

NationalPackaging and Packaging Waste Law of 2002 (Ν. 32(Ι)/2002), amended several times (including by Ν. 163(Ι)/2017 and Ν. 105(Ι)/2021); extended producer responsibility is anchored via Art. 11 of the Waste Law (Ν. 185(Ι)/2011).

The competent authority is the Τμήμα Περιβάλλοντος (Department of Environment) in the Ministry of Agriculture and Environment. The only licensed collective scheme for packaging is Green Dot Cyprus (third re-approval of 19 Jun 2020, formally valid until 30 Jun 2026 – no public confirmation of the extension was available as at the review date; verify the status). The Packaging Law contains no de minimis threshold; according to the Green Dot FAQ, all six categories of parties placing packaging on the market are covered regardless of volume. There is no central public packaging producer register under its own brand; registration and reporting run via the licensed scheme and the Τμήμα Περιβάλλοντος.

Packaging EPR (Cyprus)

Anyone placing packaged goods on the Cypriot market (manufacturers, importers, own-brand retailers, including shipping packaging in online retail) must ensure the recovery of their packaging under Ν. 32(Ι)/2002 – in practice by joining Green Dot Cyprus, the only licensed collective scheme – and declare the packaging volumes placed on the market annually. No de minimis volume threshold is provided.

Authorised representative
No dedicated authorised-representative obligation for foreign distance sellers is documented in the Cypriot Packaging Law Ν. 32(Ι)/2002. Since 12 Aug 2026, however, Art. 45 PPWR directly requires distance sellers without an establishment in Cyprus to appoint an authorised representative established there for the EPR obligations. How Cyprus will implement the PPWR producer register (Art. 44) was not publicly documented as at the review date – monitor developments at the Τμήμα Περιβάλλοντος.
Cross-border
Foreign online sellers making direct sales to Cypriot end customers fall under the producer obligations (category 'import of packaged goods for sale'); the Green Dot FAQ names no volume threshold. The practicable route is joining Green Dot Cyprus via an authorised representative. Breaches are punishable under Art. 26 of Ν. 32(Ι)/2002. Note: under the PPWR, marks indicating PRO membership (such as the Green Dot symbol) may in future no longer be required or used on the packaging – monitor the labelling changeover.
Costs
Scheme contribution per kilogram by material type (paper/cardboard, plastic, metal, glass); the tariffs are set annually by the scheme and are not fully public – according to the Green Dot FAQ they are in the European mid-range. Joining/entry fees: no reliable public figure.
Deadlines
Join before or upon starting to place goods on the market; annual volume declaration (according to service-provider information by the end of February). PPWR registration and authorised-representative obligations have applied since 12 Aug 2026.

Typical steps

  1. Check whether one of the six obligation categories in the Green Dot FAQ applies (including packing for the Cypriot market, importing packaged goods for resale or own use, own-brand retail, service packaging, packaged promotional items).
  2. Join Green Dot Cyprus (as a member or shareholder) and conclude a membership agreement.
  3. Submit the annual packaging declaration (volumes per material); according to service-provider information by the end of February for the previous year (verify the deadline officially).
  4. Without an establishment in Cyprus: appoint a PPWR authorised representative (Art. 45) and document the appointment.
  5. Monitor the renewal status of the Green Dot licence (formally until 30 Jun 2026) and the Cypriot implementation of the PPWR producer register.
